4月24日、中国の協定校、大連理工大学からコロナウィルス感染症に関するお見舞いの手紙と、マスク5000枚が本学事務局と、理工学部に届きました。

手紙には、「現在、日本における感染状況は日々厳しくなり、長年の友人そして最も親しいパートナーとして、我々は貴学の先生方と学生たちの現状を非常に心がけております。貴学の感染予防対策にお役立ていただけるよう、早急に5000枚のマスクを調達しましたので、寄贈いたします。」、「岩手大学との交流が始まって以来、両大学は学術交流や人材育成などの分野において、実りのある成果をあげてきました。深い友情も積み重ねてきました。同じ船に乗り、お互いに助け合いながら、一緒に困難を乗り越えましょう。」と、温かい応援メッセージが書かれていました。

手紙とマスクを受け取った小川学長、八代理工学部長は、コロナウィルス感染症によるマスクの品薄状態が続いている中、このようなご厚意に心から感謝しております、いただいたマスクは感染症予防のため、大事に使用させていただきますと、感謝の言葉を述べました。

また、マスクの寄贈にご尽力いただきました中国駐札幌総領事館に感謝申し上げます。ありがとうございました。

国内移動について

４月１６日、政府は「緊急事態宣言」（５月６日まで）の対象地域を日本全国に広げることを発表し、「不要不急の帰省や旅行など、都道府県をまたいで人が移動することを絶対に避けるようお願いする」として、すべての国民に対し不要不急の移動を自粛するよう呼びかけました。 併せて、これまで緊急事態宣言指定地域としていた東京、神奈川、埼玉、千葉、大阪、兵庫、福岡に、北海道、茨城、石川、岐阜、愛知、京都を加え「特定警戒都道府県」と位置づけました。

このことに伴い、国内移動に関する本学の取り扱いを以下の通りとします。 ※R2.4.21新型コロナウイルス感染症への警戒段階別対応方針の公表に伴い、一部変更あり

○帰省、一時滞在について

・原則として都道府県をまたいだ移動（帰省を含む）は禁止とします。

○出張について

・原則として都道府県をまたいだ出張は禁止とします。

・原則として都道府県をまたいだ通勤・通学は禁止とします。

○都道府県をまたいで就職活動を行うことについて

・原則として都道府県をまたいで就職活動を行うことは禁止とします。

○やむを得ず、県外に滞在した場合

　やむを得ない事情により県外に滞在した場合には、帰県後１４日間は不要不急の外出自粛、健康観察、外出状況の記録を徹底してください。（１４日間の健康観察期間を経ずに大学に出勤・通学することは禁止します。）

　併せて３密（密集、密室、密接）の回避、手洗い・うがいの励行、咳エチケットの実施等、基本的な感染対策を徹底してください。

Domestic travels

The national government has declared a State of Emergency (until May 6th) due to the rapid spread of the new coronavirus infections all over Japan on April 16th. Therefore, people are asked to refrain from unnecessary and unurgent movements, such as traveling, visiting family outside of the prefecture, and leaving the prefecture. In addition, 13 prefectures have been designated as "special alert prefectures" where it is necessary to promote efforts to prevent the spread of infections. The "Special alert prefectures" are: Tokyo, Kanagawa, Saitama, Chiba, Osaka, Hyogo, Fukuoka, Hokkaido, Ibaraki, Ishikawa, Gifu, Aichi, and Kyoto.

If you go outside of the prefecture due to unavoidable circumstances, please make sure to record your health condition and outings, please refrain from any nonessential and non-urgent outings for 14 days.(Commuting to school without the 14-days health monitoring period is prohibited.) Please take sufficient care to reduce the risk of infection by avoiding the 3 conditions (Three Cs)*, washing hands and gargling thoroughly, carrying out proper cough etiquette.

*Avoiding Three Cs 1. Closed Spaces with poor ventilation, 2. Crowded places with many people nearby 3. Close-contact settings such as close-range conversation.

授業開始時期の延期（再延期）について

学生の皆さんへ

昨日、政府が発出している緊急事態宣言の対象地域を日本全国とする旨の決定がなされました。

岩手県内において感染者が出ていないという状況に変わりはありませんが、岩手大学では、この決定を重く受け止め、４月２０日（月）としていた授業の開始日を５月７日（木）からに延期（再延期）することといたしました。

併せて、５月７日からの授業開始にあたっても原則としてすべての授業についてオンライン形式で行うことを予定しています。今後、学生の皆さんには、オンラインで受講してもらうための環境準備や具体的方法のアナウンス並びに大学からのサポートについて随時情報提供をしていきますので、引き続きホームページ等の確認をお願いします。

さて、皆さんには既に４月６日（月）までに岩手県内における生活の開始、並びにその後１４日間の健康観察と不要不急の外出自粛を要請してきました。その他にも課外活動の禁止等、不便な生活を強いることとなり、申し訳なく思っていますが、現時点まで感染者を出すことなく経過したことは皆さんの自律の賜物であると思っています。

一方で、新型コロナウイルス感染症の拡大は世界規模の問題となっており、この問題を収束に向かわせるためには引き続きの自律が欠かせません。

皆さんは大学生であり、すでに社会の一員です。

一人一人が今回の緊急事態宣言の意味をよく考え、社会の一員として、ふさわしい行動をとることを期待しています。

しかしながら日々の生活や今後の学業について等、不安な気持ちを抱えることも多いでしょう。その時は遠慮せず大学に相談してください。岩手大学は学生の皆さんを全力でサポートします。

岩手大学の教職員、学生が一丸となれば、必ずこの難局を乗り切れると信じています。

Message from President Posted on April 17, 2020

Postponement of the starting date of classes

Dear Students

Yesterday, it was decided that the "Declaration of a State of Emergency" issued by the Japanese government would cover the whole of Japan.

So far, there are no infected persons at this point in Iwate Prefecture, but Iwate University takes this decision very seriously, and decided to postpone the starting date of classes from Monday, April 20^th to Thursday, May 7^th.

In addition, as a general rule, we plan to conduct all classes online even when classes start from May 7^th. We will provide information to students about the environment preparations to make online classes possible, announcements of specific methods, and support from the university, so please check the Iwate University website regularly.

Previously, I have already requested everyone to start living in Iwate Prefecture by Monday, April 6^th, observe your health for 14 days, and refrain from going out unnecessarily. In addition, I am sorry to have caused inconvenience to students but thanks to your cooperation, there has been no infected people in Iwate Prefecture as of now.

On the other hand, the spread of new coronavirus infectious diseases has become a global problem, and your continued cooperation is essential to lead this problem to a conclusion.

You are college students and you are already members of society, so I hope that each person will carefully consider the meaning of this declaration and take proper actions as expected of responsible people in society.

However, you may have anxiety about your daily life and your future academic career. In that case, please feel free to consult with the university. Iwate University will support students to the best of our abilities.

I believe that if the faculty, staff and students of Iwate University come together as a team, we will be able to survive this difficult situation together.

4月22日（木）、中国石河子大学から医療用マスクが届きました！

保健管理センターをはじめ、学生の感染症予防のため大切に使用させていただきます。
ご厚意に心より感謝申し上げます。

※石河子大学は、2003年に全学協定を締結し、農学及び教育学分野での交流を行っている。

4月20日（月）、中国駐札幌総領事館は本学とテレビ会談をし、中国大連理工大学からの支援物資マスクの贈呈式を行いました。小川学長のほか、藪副学長、八代理工学部長、小林理工学部教授が同席しました。

孫総領事は会談で次のように述べました。世界はコロナウイルス感染症による苦境にたたされていますが、人々が力を合わせて協力すればきっと終息できると信じています。岩手大学には100名を超える中国からの留学生が在籍していますが、引き続き学習面はもちろん生活面でのご指導ご支援をよろしくお願いいたします。そして大連理工大学郭東明学長からお見舞いの手紙と支援物資のマスクを預かっており、会談後に郵送させていただきます。

小川学長は、マスクの購入が大変困難な時期に貴重な支援物資を送っていただいた中国駐札幌総領事館と大連理工大学に感謝の気持ちを伝えました。また、中国留学生をはじめ外国人留学生が岩手大学で充実した留学生活を過ごせるように支援していく旨、意向を示しました。

岩手県留学生交流推進協議会（会長：小川智岩手大学長、事務局：岩手大学国際課）では、協議会主催のイベント、加盟団体の活動や協議会加盟校の留学生紹介など、本協議会の活動を広く地域の皆様に理解いただき、地域の国際交流を推進することを目的に、年刊広報誌「留学生いわて」を発行しています。

　（１）2020年度に学部学生または大学院学生として在学する、もしくはその見込みのある者。

　（２）他の奨学金の受給額が4万8千円を超えないこと。

２　奨学金の概要 Outline of the scholarship
　　支給者数：8名（岩手県内で）　8 students will win this scholarship in Iwate Pref.

（新しいお知らせのポイント）

１．日本に、緊急事態宣言が出ました。宣言が出された地域には、行かないでください。

※緊急事態宣言指定地域：東京、神奈川、埼玉、千葉、大阪、兵庫、福岡

緊急事態宣言は５月６日まで続きます。

もし、上記の地域に行った場合は、盛岡に戻ったら１４日間大学に来れません。１４日間の健康観察をして、なるべく外出しないでください。

２．東京、神奈川、埼玉、千葉、大阪、兵庫、福岡以外の他県に行った場合

大学には来れますが、盛岡に戻ったら１４日間の健康観察をしてください。なるべく外出しないでください。

また、人が多いところに行かないでください。手洗い・うがいをしましょう。咳をする時は、咳エチケットに気を付けましょう。

Points of new announcement on April 7

1. Since a State of Emergency (until May 6th) has been declared on April 7th, the following 7 prefectures have been designated as Emergency Designated Areas.

※ Emergency Designated Areas：Tokyo, Kanagawa, Saitama, Chiba, Osaka, Hyogo, Fukuoka

Visiting to the Emergency Designated Areas are not allowed as a rule.

In case you are back from the Emergency Designated Areas, make sure to monitor your health and refrain from any nonessential and non-urgent outings for 14 days.

2. When you are back from other than the Emergency Designated Areas, make sure to record your health condition and outings for 14 days.

During health monitoring period, it is possible for you to come to the university, but please refrain from any nonessential and non-urgent outings. Please take sufficient care to reduce the risk of infection with avoiding 3 conditions (Three Cs)*, washing hands and gargling thoroughly, carrying out proper cough etiquette.

*Avoiding Three Cs

1. Closed Spaces with poor ventilation,

2. Crowded places with many people nearby

3. Close-contact settings such as close-range conversation.

公益財団法人朝鮮奨学会より、2020年度の募集案内が届きました。
申請を希望する人は、下記の条件および募集要項をよく読み、期限までに国際課へ申請書を提出してください。

【応募資格（新規採用者）】
・日本の大学の学部および大学院の正規課程に在籍している韓国人・朝鮮人学生
・他の奨学金を受けていない者
・2020年4月1日現在で、学部学生は満30歳未満、大学院学生は満40歳未満であること。
・留年者は応募できない。
・学部学生の場合
学部1年生の学業成績：高校3年次の成績評価値が5段階で原則として3.2以上であること
学部2年生以上の学業成績：修得総科目の成績評価値が3段階で原則として2.47以上であること
※特別永住者等、および継続応募者は、大学を通さず個人で応募すること。

【奨学金の概要】
・給付金額：学部学生25,000円

新型コロナウイルスの感染拡大を受けて、岩手大学の元中国人留学生3名から、マスクを岩手大学に寄付いただきました。

元中国人留学生の3名は、共に岩手大学大学院で学び、2015年に修了されました。学生時代は3名でアパートをルームシェアしていたほどの仲良しだったようです。中国に戻られてからは、それぞれ離れた場所で暮らし仕事をされていますが、日本でのマスク不足を聞き、3名で岩手大学を助けようと声をかけあい、今回の支援に至りました。

マスクは学生の感染症予防のために学内で大切に活用させていただきます。

新学期を前にマスクをご厚意で送っていただき、大変感謝しています。

卒業生3名のみなさん、本当にありがとうございました。
